The umbilical cord is clamped or tied a few inches from the belly button, and the stump falls off on its own. The shape of the belly button a person ends up with is determined by how the umbilical cord was attached, not where it was cut.
Depends on the way the midwife tied the knot when the umbillical cord was cut.
It is the way the umbilical cord heals when it is cut after a child is born. You can make it go inward by taping a quarter over it after it is cut. Many doctors used to do that.
